Why this exists

The information is public. It’s also scattered and often wrong.

Every figure in this kit was checked against an official Utah government source, and that source link sits beside the number. Two things it turned up:

Utah — mobile food permit

Reciprocity is real but it is NOT free and you do NOT get to shop for the cheapest county. Utah Code 11-56-104(1)(b) forces every local health department to honour a permit issued by another Utah local health department — but 11-56-104(1)(a)(i) makes you buy that permit from the district where the majority of your operations occur, and the big districts all charge the identical $350/$500, so there is nothing to arbitrage.

Utah — business entity

Utah has NO state-level general business licence — you license city by city under Utah Code 10-1-203(2), which lets a municipality charge only enough 'to recover the municipality's costs of regulation.' Two traps on the state side: the $18 renewal already contains a $5 state single-sign-on portal surcharge (so the real filing fee is $13 and it will not go down), and the renewal is keyed to your entity's anniversary date, not to 1…
